Castries is served by George F. L. Charles Airport. Passengers on longer flights arrive at Hewanorra International Airport, near Vieux-Fort, Saint Lucia. Nightlife tends to be concentrated in the north of the island with Friday night street fetes at Gros Islet and Anse La Raye where you can savour the local cuisine and music to your heart's content. Saint Lucia's economy depends primarily on revenue from banana production and tourism with some input from small-scale manufacturing. There are numerous small and medium-sized agricultural enterprises. Revenue from agriculture has supported the noticeable socioeconomic changes that have taken place in St. Lucia since the 1960s. St. Lucia's leading revenue producers--agriculture, tourism, and small-scale manufacturing--benefited from a focus on infrastructure improvements in roads, communications, water supply, sewerage, and port facilities. Foreign investors also have been attracted by the infrastructure improvements as well as by the educated and skilled work force and relatively stable political conditions. The largest investment is in a petroleum storage and transhipment terminal built by Hess Oil. The Caribbean Development Bank (CDB)-funded and airport expansion project. After the second failure, the United Kingdom and the six windward and leeward islands--Grenada, St. Vincent, Dominica, Antigua, St. Kitts and Nevis and Anguilla, and St. Lucia--developed a novel form of cooperation called associated statehood. The capital city of Saint Lucia is Castries, where about one third of the population lives. Major towns include Gros Islet, Soufrière and Vieux Fort. The local climate is tropical, moderated by northeast trade winds, with a dry season from January to April and a rainy season from May to November. The bicameral parliament consists of a 17-member House of Assembly whose members are elected by universal adult suffrage for 5-year terms and an 11-member senate appointed by the governor general. The parliament may be dissolved by the governor general at any point during its 5-year term, either at the request of the prime minister--in order to take the nation into early elections--or at the governor general's own discretion, if the house passes a vote of no-confidence in the government. Increasing self-government has marked St. Lucia's 20th century history. A 1924 constitution gave the island its first form of representative government, with a minority of elected members in the previously all-nominated legislative council. Castries, population 11,147 (1991), is the capital of Saint Lucia. Its harbor is one of the best in the West Indies. Castries was founded by the French in 1650, named from Charles Eugène Gabriel de la Croix, Marquis de Castries. The islands' history is unique in having changed hands seven times between the English and French, hence the rich heritage of the creole culture tinged with smatterings of French influences and the patois second language spoken by most locals. In elections held May 23, 1997, the St. Lucia Labor Party won all but one of the 17 seats in Parliament, and Dr. Kenny Anthony became Prime Minister and Minister of Finance, Planning and Development on May 24, 1997.
