Increasing self-government has marked St. Lucia's 20th century history. A 1924 constitution gave the island its first form of representative government, with a minority of elected members in the previously all-nominated legislative council. Saint Lucia's economy depends primarily on revenue from banana production and tourism with some input from small-scale manufacturing. There are numerous small and medium-sized agricultural enterprises. Revenue from agriculture has supported the noticeable socioeconomic changes that have taken place in St. Lucia since the 1960s. Places of interest would be Soufriere town in the south which is the original capital of St. Lucia, here you will find the world's only drive-in volcano, mineral baths, black sand beaches of Anse Chastanet and the Pitons World Heritage site. Pigeon Island national park also deserves a visit as you can walk amongst the ruins of the old fort and also enjoy some sea and sun on the two available sandy beaches on the Pigeon Island park - home of St. Lucia Jazz Festival. The small population of Saint Lucia is mostly black or of mixed descent; just 1% are of European origin, with an East Indian minority of some 3%. The official language of the country is English, but a patois based mainly on French is also spoken. The majority of the population are Roman Catholics (ca. 90%); the rest are Anglicans (3%) or other Protestants (7%). In 1996, Compton announced his resignation as prime minister in favor of his chosen successor Dr. Vaughan Lewis, former director-general of the Organization of Eastern Caribbean States (OECS). Dr. Lewis became prime minister and minister of finance, planning and development on April 2, 1996. The SLP also had a change of leadership with former CARICOM official Dr. Kenny Anthony succeeding businessman Julian Hunte. The island was a province of the short-lived West Indies Federation from 1958 to 1962. The island was granted self-government in 1967 and independence in February 22, 1979. Castries, population 11,147 (1991), is the capital of Saint Lucia. Its harbor is one of the best in the West Indies. Castries was founded by the French in 1650, named from Charles Eugène Gabriel de la Croix, Marquis de Castries. The islands' history is unique in having changed hands seven times between the English and French, hence the rich heritage of the creole culture tinged with smatterings of French influences and the patois second language spoken by most locals. The volcanic island of Saint Lucia is more mountainous than many other Caribbean islands, with the highest point being Mount Gimie, at 950 m above sea level. Two other mountains, the Pitons, form the island's most famous landmark. They are located near Soufrière, on the western side of the island. Castries is served by George F. L. Charles Airport. Passengers on longer flights arrive at Hewanorra International Airport, near Vieux-Fort, Saint Lucia. Saint Lucia is a parliamentary democracy modeled on the Westminster system. The head of state is Queen Elizabeth II, represented by a Governor General, appointed by the Queen as her representative. The Governor General exercises basically ceremonial functions, but residual powers, under the constitution, can be used at the governor general's discretion. The actual power in St. Lucia lies with the prime minister and the cabinet, usually representing the majority party in parliament. The development of the tourism sector remains a priority, and the government is committed to providing a favourable investment environment. Incentives are available for building and upgrading tourism facilities. There has been liberal use of public funds to improve the physical infrastructure of the island, and the government has made efforts to attract cultural and sporting events and develop historical sites. St. Lucia is a member of the Eastern Caribbean Currency Union (ECCU). The Eastern Caribbean Central Bank (ECCB) issues a common currency (the East Caribbean Dollar) for all members of the ECCU. The ECCB also manages monetary policy and regulates and supervises commercial banking activities in its member countries. Nightlife tends to be concentrated in the north of the island with Friday night street fetes at Gros Islet and Anse La Raye where you can savour the local cuisine and music to your heart's content. Also a visit to Rodney Bay for it's varied restaurants and nightlife, including our own brand of Hooters. Until the events of September 11, the tourism sector had made significant gains, experiencing a boom despite some untimely and destructive hurricanes. Stay-over visitors and cruise arrivals declined in 2001 and several hotels declared bankruptcy, including the Hyatt.
