In the mood for Scuba, the island boast some excellent dive sites as managed by the Soufriere Marine Management Association, places of interests for divers worldwide would be Supermans Flight, The Pinnacles, Anse Chastanet sites and Anse Cochon for both wreck dives to the Lesleen M in 65 to 80 feet (20 to 25 m) or the reef dives which begin at a mere 5 feet (1.5 m). The recent changes in the European Union import preference regime and the increased competition from Latin American bananas have made economic diversification increasingly important in Saint Lucia. Saint Lucia's economy depends primarily on revenue from banana production and tourism with some input from small-scale manufacturing. There are numerous small and medium-sized agricultural enterprises. Revenue from agriculture has supported the noticeable socioeconomic changes that have taken place in St. Lucia since the 1960s. The St. Lucia Labor Party (SLP) won the first post-independence elections in July 1979, taking 12 of 17 seats in parliament. A period of turbulence ensued, in which squabbling within the party led to several changes of prime minister. Pressure from the private sector and the unions forced the government to resign in 1982. New elections were then called and were won resoundingly by Compton's UWP, which took 14 of 17 seats. Increasing self-government has marked St. Lucia's 20th century history. A 1924 constitution gave the island its first form of representative government, with a minority of elected members in the previously all-nominated legislative council. Europeans first landed on the island in either 1492 or 1502 during Spain's early exploration of the Caribbean. The Dutch, English, and French all tried to establish trading outposts on St. Lucia in the 17th century but faced opposition from hostile Caribs. Castries, population 11,147 (1991), is the capital of Saint Lucia. Its harbor is one of the best in the West Indies. Castries was founded by the French in 1650, named from Charles Eugène Gabriel de la Croix, Marquis de Castries. The islands' history is unique in having changed hands seven times between the English and French, hence the rich heritage of the creole culture tinged with smatterings of French influences and the patois second language spoken by most locals. St. Lucia is a beneficiary of the U.S. Caribbean Basin Initiative and is a member of the Caribbean Community and Common Market (CARICOM) and the Organization of Eastern Caribbean States (OECS). Arawak Amerindians first settled on the island in the 3rd century AD, while the Caribs later took over. European discovery of the island is somewhat vague, but it was probably discovered around 1500 by the Spanish explorer Juan de la Cosa. After some early failed attempts to settle there, the French and British fought over the island, with its fine natural harbor at Castries, during the 17th and 18th centuries (changing possession 14 times), until Britain finally obtained control in 1814.
