The volcanic island of Saint Lucia is more mountainous than many other Caribbean islands, with the highest point being Mount Gimie, at 950 m above sea level. Two other mountains, the Pitons, form the island's most famous landmark. They are located near Soufrière, on the western side of the island. The small population of Saint Lucia is mostly black or of mixed descent; just 1% are of European origin, with an East Indian minority of some 3%. The official language of the country is English, but a patois based mainly on French is also spoken. The majority of the population are Roman Catholics (ca. 90%); the rest are Anglicans (3%) or other Protestants (7%). In the mood for Scuba, the island boast some excellent dive sites as managed by the Soufriere Marine Management Association, places of interests for divers worldwide would be Supermans Flight, The Pinnacles, Anse Chastanet sites and Anse Cochon for both wreck dives to the Lesleen M in 65 to 80 feet (20 to 25 m) or the reef dives which begin at a mere 5 feet (1.5 m). This interim arrangement ended on February 22, 1979, when St. Lucia achieved full independence. St. Lucia continues to recognize Queen Elizabeth II as titular head of state and is an active member of the Commonwealth. The island continues to cooperate with its neighbors through the Caribbean community and common market (CARICOM), the East Caribbean Common Market (ECCM), and the Organization of Eastern Caribbean States (OECS). Arawak Amerindians first settled on the island in the 3rd century AD, while the Caribs later took over. European discovery of the island is somewhat vague, but it was probably discovered around 1500 by the Spanish explorer Juan de la Cosa. After some early failed attempts to settle there, the French and British fought over the island, with its fine natural harbor at Castries, during the 17th and 18th centuries (changing possession 14 times), until Britain finally obtained control in 1814. The UWP was elected for a second time in April 16, 1987, but with only nine of 17 seats. Seeking to increase his slim margin, Prime Minister Compton suspended parliament and called new elections on April 30. This unprecedented snap election, however, gave Compton the same results as before--the UWP retained nine seats and the SLP eight. In April 1992, Prime Minister Compton's government again defeated the SLP. In this election, the government increased its majority in parliament to 11 seats. The English, with their headquarters in Barbados, and the French, centered on Martinique, found St. Lucia attractive after the sugar industry developed in 1765. Britain eventually triumphed, with France permanently ceding St. Lucia in 1815. In 1838, St. Lucia was incorporated into the British Windward Islands administration, headquartered in Barbados. This lasted until 1885, when the capital was moved to Grenada. As an associated state of the United Kingdom from 1967 to 1979, St. Lucia had full responsibility for internal self-government but left its external affairs and defense responsibilities to the United Kingdom. In 1996, Compton announced his resignation as prime minister in favor of his chosen successor Dr. Vaughan Lewis, former director-general of the Organization of Eastern Caribbean States (OECS). Dr. Lewis became prime minister and minister of finance, planning and development on April 2, 1996. The SLP also had a change of leadership with former CARICOM official Dr. Kenny Anthony succeeding businessman Julian Hunte. The development of the tourism sector remains a priority, and the government is committed to providing a favourable investment environment. Incentives are available for building and upgrading tourism facilities. There has been liberal use of public funds to improve the physical infrastructure of the island, and the government has made efforts to attract cultural and sporting events and develop historical sites. Saint Lucia's economy depends primarily on revenue from banana production and tourism with some input from small-scale manufacturing. There are numerous small and medium-sized agricultural enterprises. Revenue from agriculture has supported the noticeable socioeconomic changes that have taken place in St. Lucia since the 1960s. Castries is served by George F. L. Charles Airport. Passengers on longer flights arrive at Hewanorra International Airport, near Vieux-Fort, Saint Lucia. Until the events of September 11, the tourism sector had made significant gains, experiencing a boom despite some untimely and destructive hurricanes. Stay-over visitors and cruise arrivals declined in 2001 and several hotels declared bankruptcy, including the Hyatt. Being a Commonwealth Realm, the head of state of Saint Lucia is the British monarch, represented on the island by a Governor-General. Executive power, however, is in the hands of the prime minister and his cabinet. The prime minister is normally the head of the party winning the elections for the House of Assembly, which has 17 seats. The other chamber of parliament, the Senate, has 11 appointed members.
