The recent changes in the European Union import preference regime and the increased competition from Latin American bananas have made economic diversification increasingly important in Saint Lucia. The St. Lucia Labor Party (SLP) won the first post-independence elections in July 1979, taking 12 of 17 seats in parliament. A period of turbulence ensued, in which squabbling within the party led to several changes of prime minister. Pressure from the private sector and the unions forced the government to resign in 1982. New elections were then called and were won resoundingly by Compton's UWP, which took 14 of 17 seats. In elections of December 3, 2001 the St. Lucia Labor Party won 14 of the 17 available seats. The leader of the UWP, Dr. Morella Joseph failed to win a seat. Arsene James is the leader of the Parliamentary Opposition As an associated state of the United Kingdom from 1967 to 1979, St. Lucia had full responsibility for internal self-government but left its external affairs and defense responsibilities to the United Kingdom. The volcanic island of Saint Lucia is more mountainous than many other Caribbean islands, with the highest point being Mount Gimie, at 950 m above sea level. Two other mountains, the Pitons, form the island's most famous landmark. They are located near Soufrière, on the western side of the island. Vieux Fort is located in the southern part of St. Lucia. It is the second-largest town on the island and is the home of St Lucia's international airport, Hewanorra International Airport. (Hewanorra is the island's old Amerindian name.) In elections held May 23, 1997, the St. Lucia Labor Party won all but one of the 17 seats in Parliament, and Dr. Kenny Anthony became Prime Minister and Minister of Finance, Planning and Development on May 24, 1997. The population of just over 147,000 is evenly divided between urban and rural areas, although the capital, Castries, contains more than one-third of the population. Despite a high emigration rate, the population is growing rapidly, about 5.4% per year. It has several small communities which include Pierrot, Grace, Belle Vue, Zaboo, LaResource, Augier, St.Urban. In the second half of the 18th century, Vieux Fort was the center of St Lucia's sugar industry; today it is more industrial. St. Lucia will be home to the 2007 World Cup cricket and also plays host every year to Jazz Artiste from around the world at it's Annual Jazz Festival usually in early May. The English, with their headquarters in Barbados, and the French, centered on Martinique, found St. Lucia attractive after the sugar industry developed in 1765. Britain eventually triumphed, with France permanently ceding St. Lucia in 1815. In 1838, St. Lucia was incorporated into the British Windward Islands administration, headquartered in Barbados. This lasted until 1885, when the capital was moved to Grenada. The island was a province of the short-lived West Indies Federation from 1958 to 1962. The island was granted self-government in 1967 and independence in February 22, 1979. In the mood for Scuba, the island boast some excellent dive sites as managed by the Soufriere Marine Management Association, places of interests for divers worldwide would be Supermans Flight, The Pinnacles, Anse Chastanet sites and Anse Cochon for both wreck dives to the Lesleen M in 65 to 80 feet (20 to 25 m) or the reef dives which begin at a mere 5 feet (1.5 m). The capital city of Saint Lucia is Castries, where about one third of the population lives. Major towns include Gros Islet, Soufrière and Vieux Fort. The local climate is tropical, moderated by northeast trade winds, with a dry season from January to April and a rainy season from May to November. St. Lucia is a member of the Eastern Caribbean Currency Union (ECCU). The Eastern Caribbean Central Bank (ECCB) issues a common currency (the East Caribbean Dollar) for all members of the ECCU. The ECCB also manages monetary policy and regulates and supervises commercial banking activities in its member countries.
